IQA Allocates World Cup Bids

The IQA is pleased to announce the number of bids each region will receive for World Cup VII.

The IQA is pleased to announce the distribution of bids by region for World Cup VII:
Eastern Canada - 4 bids
Europe - 6 bids
Mid-Atlantic - 10 bids
Midwest - 15 bids
Northeast - 12 bids
Oceania - 4 bids
South - 7 bids
Southwest - 11 bids
West - 11 bids

If a region is unable to fill its allotment of teams, the unclaimed bids will be distributed to the other regions in the following order: Southwest, Europe, Oceania, Northeast, Midwest, Eastern Canada, Mid-Atlantic, West, South; and then starting over again with Southwest and so on. Once a region claims an extra bid, the next unclaimed bid will first be offered to the following region on this list (this means that the first region on this list will not be offered every unclaimed bid first).

What follows is a brief breakdown of the math that went into this allocation. The original announcement of the procedure for determining World Cup bids is available here.

Based on team registrations, teams were awarded the following numbers of bids (with fractions being rounded off):
54 bids available
157 registered teams counting towards their region’s total
Eastern Canada: 10 teams = 3.43949044586 bids
Europe: 18 teams = 6.19108280255 bids
Mid-Atlantic: 20 teams = 6.87898089172 bids
Midwest: 26 teams= 8.94267515924 bids
Northeast: 22 teams = 7.56687898089 bids
Oceania: 12 teams = 4.12738853503 bids
South: 15 teams = 5.15923566879 bids
Southwest: 17 teams = 5.84713375796 bids
West: 17 teams = 5.84713375796 bids

Regions also earned a number of spots based on their World Cup VI performance, which were then added in (again, per the procedure detailed here):
Eastern Canada: 10 teams = 3.43949044586 + .5 = 3.939 bids
Europe: 18 teams = 6.19108280255 = 6.191 bids
Mid-Atlantic: 20 teams = 6.87898089172 + 3 = 9.879 bids
Midwest: 26 teams = 8.94267515924 + 6 = 14.943 bids
Northeast: 22 teams = 7.56687898089 + 4.5 = 12.067 bids
Oceania: 12 teams = 4.12738853503 = 4.127 bids
South: 15 teams = 5.15923566879 + 1.5 = 6.659 bids
Southwest: 17 teams = 5.84713375796 + 5.5 = 11.347 bids
West: 17 teams = 5.84713375796 + 5 = 10.847 bids

Cutting all the fractions yields the following:
Eastern Canada: 3 bids
Europe: 6 bids
Mid-Atlantic: 9 bids
Midwest: 14 bids
Northeast: 12 bids
Oceania: 4 bids
South: 6 bids
Southwest: 11 bids
West: 10 bids
Total bids = 75

The regions with the highest fractions of bids receive each receive one of the final five spots to get to 80, to create the final totals:
Eastern Canada: + 1 = 4 bids
Europe: 6 bids
Mid-Atlantic: + 1 = 10 bids
Midwest: + 1 = 15 bids
Northeast: 12 bids
Oceania: 4 bids
South: + 1 = 7 bids
Southwest: = 11 bids
West: + 1 = 11 bids
Total bids = 80 

Unclaimed bids will be offered to teams starting with the region with the next-highest fraction of a bid, which is the Southwest, and will next be offered to Europe, Oceania, the Northeast and so on as listed in full above.
